Perhaps it should have a minimum file count as well as the threshold or something.

In line with Leo's suggestion many years ago, I request adding a minimum file count threshold in Content Type Formats of Format Folders in addition to the current percentage threshold.

This would make it possible to trigger action when you have a very small but significant files of a type in a folder.
