It seems I encounter similar issue like -
UAC did not turn off and not run as administrator.
The button is clickable originally. What I did is to customize the toolbar, I just change it to a menu button and append other button into it. I did not restart the Opus, just apply my customization. Then the button just greyed out.
I tried change it back to normal button, or duplicate a new one. But it is still disable.
What command does the button run now? (When in customize mode, right-click the button itself, not anything inside its menu, and choose Edit.)

What happens if you go to C:\Program Files and try to create a folder? Does it get created straight away, or is there a UAC prompt or an error?
I can create folder in C:\Program Files , so it means it is already prmoted ?
It means Opus is already elevated, or UAC is disabled.
