Please show a screenshot of the entire screen(s) so we can see more context about where the menu is being placed on screen, and details like docked toolbars or taskbars that can influence the layout.
That actually looks normal. If there isn't room for the menu to appear above or below the mouse pointer it'll appear on the right of it, normally aligned to the top of the screen.
Hiding unwanted items in the context menus can tidy them up and also mean they fit above/below a lot more often, if that helps:
DO's behavior is to align to the top of the screen, but Windows Explorer's behavior is to align to the bottom of the screen. I'd like the behavior of Windows Explorer.
I need the context menu items. DO's behavior is inconvenient for me because I often access the top items in the context menu.
DO's behavior is also inconsistent, because when there is enough space, the top of the context menu is closer to the cursor (prefer lower position), but when there's not enough space, DO's context menu suddenly prefers higher position. One would expect the opposite. Windows Explorer also sometimes align the context menu to the top, but DO does that much more often.
