DO12 - Properties SETLABEL problem

I try to have Labels list sorts by category in toolbar.

Properties SETLABEL !submenu

Each time I apply Customize dialog, category buttons are created in toolbar

Also this command create a list of labels but no label is "selected" in list...

Properties SETLABEL SETLABELTOGGLE

Labels list is broken in beta 12.0.3 or i don't understand new labels commands?
