Folder Formats - Content Type Formats settings not taking

Hello all,
I am on Windows 8.1, 64 bit. DO 11. I am trying to add formatting to folders based on content type: movies. But when I open the folders that meet the conditions, the settings are not applied. Steps taken:
Settings-pref-folders-folder formats-content type formats:
Movies is checked. I edit format so that under COLUMNS, it adds a "thumbnail" and a "high def" column. Under OPTIONS the content threshold is 15%. I've made no other changes. Close-Apply-ok (for the sake of covering all my bases). And yet when I open any folder with all or mostly videos, it still opens up as the default, with none of the changes applied.
Under file types, all my video file types are included under movies so I don't think it's that.
I look below and the folder format is not locked.
Any suggestions with what the problem might be?

ps Path formats, and system folders are stock, with just the default settings since I have made no changes there.

Is Preferences / Folders / Folder Behaviour / Enable Folder Content Type detection for... turned on and enabled for the type of drive you're using?
