How Can I Create Multi-Row Floating Toolbars?

How can I define multiple icon lines for a floating toolbar?
I see that changing the toolbar width will automatically wrap icons to a second line.

What I am seeking to do is create a multiple line floating toolbar.

  • Top line may have one size of icon buttons
  • Subsequent lines may use smaller size icon buttons

I did see that similar questions have been asked in the past, but I am wondering if multiline toolbars are now possible?

Undocked floating toolbars will become multiple rows just from resizing them.

Toolbars docked to the sides of the screen can't be multiple rows.
