How to apply to all folders at once "group by none" in file display area

I'm trying to set up my default lister on a new laptop, but I can't find where I set the preferences so "group by none" in the file display area applies to all folders at once.
I can change one folder, even the top level, using the "View Mode" button at the top right, but it does not apply to all, and there is no "View Mode" option in preferences (that I can find).
Please help!

Folder Formats: Quick Guide, or use Settings > Set Lister Defaults and the option to set the Folder Format.
