While searching to create multi-row floating toolbars I read this post.

I do not use Opus 9, but the multi-row floating toolbars seems to support it.

but Opus 12 does not support multi-row floating toolbars.

I'm not against multi-row docked toolbars, and making them work again (without breaking taskbar-style single-row ones) fits into a more general project of overhauling the toolbar layout code to work better with non-docked floating toolbars.
