Navigating left after Alt press doesn't wrap around toolbars

Made a couple changes to make Alt key access to menus more compatible with standard Windows behaviour.

• Once a menu has been opened with Alt+, you no longer need to release Alt before accelerators within that menu will work
• If you release the Alt key and press it again, the menu is closed immediately (on key down, rather than on key up)

The following issue was likely present before the above recent changes, but after pressing and releasing Alt, navigating left doesn't wrap around to the last toolbar's last item but instead the highlight gets "lost" somewhere as holding the right arrow key doesn't bring the highlight back into view.

Navigating right after pressing and releasing Alt works as expected: The highlight moves from toolbar item to toolbar item, wrapping across toolbars and then eventually back to Menu toolbar's File menu again.
