Progress window overlays

Since Win11 sometimes the progress-window overlays the actual dialogue (here: copy/move as):

Edit: If I remember right, the progress window before always appeared after confirming the dialogue??! Now it often appears nearly same time, and sometimes come to front like in screenshot above.

Same issue as Deletion confirmation over progress dialog and should be fixed in 12.25.4.
