Similar to Zip error 18, which is quite an old post.
Zipping a Git repository errors with Zip Error 18 after several hundred files on a file named ChangeControl.publish.xml.
I'm wondering if this could be filename issues - the above link has spaces in the problem filenames, this one has two dots in the filename.
There are no permission issues, and the file can be opened in a text editor with no issues.
7Zip (and Opus to .7z) work fine, but archiving to .zip errors.

If you copy the folder somewhere else and then zip it, do you get the same error?
What happens if you create a 7z archive instead of zip? (Still using Opus.)
Could antivirus or similar be blocking the file from being opened? (Sometimes those tools decide a file contains "private data" and block programs they don't know from opening the file.)
If you can create an archive (either 7z or a Zip using another tool) of the files for us to try doing the same thing, we can see if we can reproduce the problem with the same set of files. (Only worth doing if you still see the problem after copying them somewhere else, and have ruled out antivirus.)
