'Convert To' function is not working

I saved a .heic file to a folder. then right-click it and choose "Convert Image...", there is a quick flash of the Convert Mage dialog box. It seems something is preventing this dialog to open and float above my Listener. "If I attempted to right-click and choose "Convert To" nothing happens. Any help would be appreciated.

The second issue is Opus cannot display/preview images in .heic format. I checked in Preference > Plugins and confirm "High Efficiency Image File (HEIC/HEIC) is enabled. I did a restart this morning, but no change with either issue.

However, I do now have a small preview when the mouse hovers over the image file

I discovered what is causing the "Convert To" image no working. I was running the app as admin. Exited app, reopened as User and it works.
